The Douglas County Emergency Telephone Service Authority contracts with 9-1-1 Solutions to provide a variety of specialized services. One of these services is testing the functionality and accuracy of cellular towers for "Phase 2" calls. Phase 2 calls are what the FCC mandated that requires cellular companies to make a determination of the callers location and to send that data to the dispatch centers. Not all companies are equal in their performance and at times towers are not sending the information. The Douglas Authority chooses to stay on top of the program and validate accuracy and communicate problems back to the providers.
