Surcharge:  In Colorado the statutes provide for the creation of a 9-1-1 Authority Board which can assess a surcharge to provide 9-1-1 services in their area.  Douglas County ETSA is then given periodic payments from wireless and wireline providers that they collect from their customers receiving service in Douglas County.
